Project Long Description. This project will design stormwater facility best management practices (BMPs) that will reduce and treat stormwater runoff from the Tumwater Valley Golf Course parking lot in the City of Tumwater. Runoff from the existing asphalt paved parking lot is collected via existing catch basins and directed to outfalls that discharge to the Deschutes River. One outfall drains directly to the Deschutes River, while four other outfalls drain into a separate stream, running north-south along the eastern edge of the parking lot. This stream discharges into a pond before flowing north to a separate outfall that also discharges directly into the Deschutes River. The project area consists of two subbasins. The north subbasin includes paved surfaces surrounding the existing clubhouse building where stormwater runoff is collected via catch basins and conveyed to the outfall with a total impervious area of approximately 2.23 acres. Where the parking lot merges with the Valley Athletic Club parking lot, the south subbasin drains via sheet flow towards the east. The total impervious area of the south subbasin is approximately 0.20 acres. The parking lot is visited by approximately 18,000 vehicles each year. All of the subsequent pollution from these vehicles is washed into the Deschutes River during rain events. No existing water quality BMPs are located at the site, therefore this runoff receives no treatment before entering the Deschutes River, a 303(d) listed water body with a declining run of Coho salmon. Through consideration of necessary treatment requirements, space to accommodate the facility, integration with the existing storm system, relative construction costs, and maintenance requirements, the following stormwater treatment BMP is considered the most feasible option for both the North and the South subbasin: BMP T7.30: Bioretention. The stormwater BMP facilities designed through this grant will treat for total suspended solids (TSS), dissolved copper, total phosphorous, and dissolved zinc. Project Long Description. This The city of Sunnyside is a rural community located in the heart of the Lower Yakima Valley in Yakima County. The city’s current municipal separate storm sewer system (MS4) includes below ground pipes and open canals. In parts of the system, urban stormwater comingles with irrigation return flows and groundwater. In keeping with their Eastern Washington Phase II Municipal Stormwater Permit, the RECIPIENT conducted a study of existing stormwater features. They identified approximately 3,000 stormwater structures and 29 outfalls within city limits which they have incorporated into a GIS database. All outfalls currently discharge to waste canals, Drainage Irrigation Districts (DIDs), or irrigation canals maintained by outside stakeholders. Untreated stormwater is conveyed to the Yakima River, Sulphur Creek Wasteway, and Snipes Lateral, all of which have several 303d listings and are subject to the Yakima River Basin TMDL. To establish a system inventory, the RECIPIENT will go beyond Eastern Washington Phase II Municipal Permit requirements and analyze the existing GIS database of stormwater structures and outfalls to identify where the MS4 connects to irrigation canals, storm sewer lines, catch basins, and stormwater pumping stations. The RECIPIENT will provide invert elevations and pipe sizing and type when discernible. The RECIPIENT will delineate existing system ownership boundaries between stakeholders to determine feasible future project sites. Through the purchase, operation and maintenance of a high efficiency street-sweeper, pollutants will be removed from the stormwater system and provide pollutant source control. This will extend the life of green stormwater infrastructure and improve the treatment function of these BMPs. Greater capture of the debris, sediment, fines and dust from the Arlington roadways through the use of a high efficiency street sweeper will improve water quality of the Stillaguamish River and Snohomish River Lower Tributaries Basins. Both of the affected Stillaguamish and Snohomish basins are under TMDL plans. There are over 286 acres of impervious area in the City’s “Old Town” district that drains into a stormwater system in the Stillaguamish River or one of its tributaries, and over 500 acres of residential and industrial impervious area that drains to the Snohomish River Lower Tributaries basin and impacts one or more of its tributaries. The City’s Public Works Department operates a street sweeping program and is implemented across the entire City. Currently, the mechanical broom sweeper captures and collects approximately 211 tons of aggregate material (sand, particulates, fines, dust, etc.) as part of its street sweeping program. High efficiency street sweepers have a much higher capture rate for the small particulates and “fines” that are most damaging to waters. It is estimated that the use of a high efficiency sweeper will increase the capture rate by approximately 45% (306 tons) using the same street sweeping program with no change to routes and days. Project Long Description. This project will design stormwater facility best management practices (BMPs) that will reduce and treat stormwater runoff from the Tumwater Valley Golf Course parking lot in the City of Tumwater. Runoff from the existing asphalt paved parking lot is collected via existing catch basins and directed to outfalls that discharge to the Deschutes River. One outfall drains directly to the Deschutes River, while four other outfalls drain into a separate stream, running north-south along the eastern edge of the parking lot. This stream discharges into a pond before flowing north to a separate outfall that also discharges directly into the Deschutes River. The project area consists of two subbasins. The north subbasin includes paved surfaces surrounding the existing clubhouse building where stormwater runoff is collected via catch basins and conveyed to the outfall with a total impervious area of approximately 2.23 acres. Where the parking lot merges with the Valley Athletic Club parking lot, the south subbasin drains via sheet flow towards the east. The total impervious area of the south subbasin is approximately 0.20 acres. The parking lot is visited by approximately 18,000 vehicles each year. All of the subsequent pollution from these vehicles is washed into the Deschutes River during rain events. No existing water quality BMPs are located at the site, therefore this runoff receives no treatment before entering the Deschutes River, a 303(d) listed water body with a declining run of Coho salmon. Through consideration of necessary treatment requirements, space to accommodate the facility, integration with the existing storm system, relative construction costs, and maintenance requirements, the following stormwater treatment BMP is considered the most feasible option for both the North and the South subbasin: BMP T7.30: Bioretention. The stormwater BMP facilities designed through this grant will treat for total suspended solids (TSS), dissolved copper, total phosphorous, and dissolved zinc. This project will help protect and restore water quality in Washington state by reducing stormwater impacts from existing infrastructure and development.
