Project Objectives. The objectives of the Projects (as further described in Annex I) (each a “Project Objective” and collectively, the “Project Objectives”) are as follows: (a) The objectives of the KALAHI-CIDSS Project (as defined in Annex I) are to: (i) improve the responsiveness of local governments to community needs; (ii) encourage communities to engage in development activities; and (iii) deliver benefits to barangay residents through individual sub-projects. (b) The objectives of the Secondary National Roads Development Project (as defined in Annex I) are to: (i) save time; and (ii) lower vehicle operating costs for those Filipinos living near the roads. (c) The objectives of the Revenue Administration Reform Project (as defined in Annex I) are to: (i) increase tax revenues over time; and (ii) support the Department of Finance’s initiatives to detect and deter corruption within its revenue agencies.
