Project Profile. The State Government of Rajasthan started a Government Benefit Delivery Scheme as “Bhamashah Scheme” or “Bhamashah Yojana”, in the year 2008-09, to transfer direct benefits under financial empowerment schemes of poor, small and marginal farmers and women welfares schemes to the beneficiaries. Recently, during the Budget speech 2014-15, Honourable Chief Minister announced revamping of the Bhamashah Scheme in the Assembly under which all the benefits (cash & kinds) shall be provided to the residents in their Aadhaar linked bank accounts and through biometric authentication to ensure targeted delivery of the benefits. One of the prime objectives of implementing the Bhamashah Yojana is to provide a Point-Of- Service at the door steps of the ordinary resident of the state. This point of service should provide both cash as well as non-cash services within 3-5 kms of the residence of individuals. As of now State Government is of the view that minimum one point of service be created by Government in each Gram Panchayat. At the inception, the IT Kendras at all Panchayat Samities & Gram Panchayats of the State are being made Point of Service under the scheme. The Government of Rajasthan shall provide the physical electronic infrastructure at these centers. The CSCs are being shifted in these IT Kendras and Banking Correspondents (BC) of the bank would also operate from these centers for providing services to individuals of the State. These IT Kendras shall also provide facility for Aadhaar enrolment and updations. The Bhamashah Scheme is expected to cover more than 1.5 crore household of the State. Implementation of the Bhamashah Scheme is envisaged on Aadhaar platform which shall enable direct benefits transfer in the account of beneficiary using Aadhaar Payment Bridge System (APBS) and provide banking facility at the doorstep of the residents in remote areas using Aadhaar Enabled Payment System also known as Business Correspondent Model and works on Biometric Authentication of Aadhaar. For identification of real beneficiary, the 'Aadhaar' has been envisaged as an error-free platform. Detailed information on Bhamashah Yojana is annexed as Annexure-19. In order to transfer the benefits directly into the bank accounts of the residents under the Bhamashah Scheme using Aadhaar, it is essential to build a bank-led model for financial inclusion, where the Aadhaar infrastructure is an overlay on the existing banking and payments infrastructure. Installing ATMs in rural areas is unviable for banks due to the low number of accounts, low volume of transactions, low value of transactions, and high cost of setting up an ATM. A Working Committee comprising of RBI, UIDAI, IBA, NPCI, IDRBT, NABARD, India Post, and a number of Banks operating on Aadhaar based financial inclusion have formulated micro-ATM standards which are broad-based, standards-based, and generic. The standards for micro-ATMs are formulated by a Working Committee comprising of RBI, UIDAI, IBA, NPCI, IDRBT, NABARD, India Post, and a number of Banks operating on Aadhaar based financial inclusion. The micro-ATM standards are broad-based, standards-based, and generic. The micro-ATM bank-led model allows online interoperable financial inclusion transaction at Hand-Held Terminals (POS, Tablets, etc.) through the business correspondent of any bank using the Aadhaar authentication. The micro-ATMs (Hand-Held Terminals on micro-ATM Standards) allow customers to perform basic financial transactions using only their Aadhaar number and their biometric/OTP as identity proof (along with a Bank Identification Number for inter-bank transactions). Unlike an ATM, the cash-in/ cash-out functions of the micro-ATM will be performed by an operator, thus bringing down the cost of the device and the cost of servicing the customer. The basic interoperable transaction types that the micro-ATM will support are Deposit, Withdrawal, Funds transfer, Balance enquiry and mini-statement. These micro-ATM based HHTs shall support the following means of authentication for interoperable transactions: Aadhaar + Biometric Aadhaar + OTP Magstripe card + Biometric Magstripe card + OTP Magstripe card + Bank PIN Such Hand-Held Terminals (HHTs) are multipurpose devices which can also be used for micro-ATM based financial transactions, Point-of-Sale (POS) devices, Aadhaar device, and as computing devices. These multipurpose Hand-Held Terminals can be connected to banks and it allows the targeted beneficiaries to access their accounts from anywhere for Balance Enquiry, Cash Withdrawal, Cash Deposit, and Aadhaar to Aadhaar Funds Transfer. The State Govt. of Rajasthan intends to procure micro-ATM based and Aadhaar complaint Hand-Held Terminals (HHTs) for deploying at each of the PDS FPS for delivery of e-Mitra services and automating the distribution process of food grains/ commodities for which Department of IT & Communication (DoIT&C), Govt. of Rajasthan through RISL intends to undergo a Rate Contract for micro-ATM based Hand-Held Terminals and invites bids from eligible bidders to quote for the devices in compliance to the specifications listed in Annexure-3 and in quantity as mentioned in BoM at Annexure-2. Delivery of cash (e-Mitra) and non-cash (PDS) services at the nearest of residence of citizens. Timely and need based food grain allocation. Prevention of diversion of essential commodities. Induction of transparency and accountability in operations. Reduction of stakeholder’s grievances. Dissemination of the information as per the public requirements. Monitoring and quick decision making through MIS generated by the data of PoS device. Protecting the interest and empowering the end beneficiary. To improve service delivery and create transparency. To ensure Government F&CS scheme benefits are delivered only to intended beneficiaries using biometric authentication. To record real time information related to the FPS transactions and make them readily available for future planning and analysis. FPS will be equipped with PoS with SIM based GPRS connectivity. The food grains will be given manually at Fair Price Shop but authentication and record of transaction on server is to be done by a PoS device.
