PROJECT PURPOSE STATEMENT. Portland’s Inner Eastside consists of high opportunity neighborhoods close to the Central City. This study will provide clarity on available infrastructure capacity and potential constraints to create the foundation for future planning and up-zoning to encourage housing production, expand housing options, choices, and affordability levels. The Inner Eastside project area spans roughly from NE Fremont Street in the north, ▇▇ ▇▇▇▇▇▇ Boulevard in the south, 7th Ave north of I-84 and 12th Ave south of I-84 to west to 60th Ave to the east – an area of about 5,800 acres (6% of the city’s land area) of which 72% is zoned single-dwelling residential, 13% multi-dwelling residential and 16% commercial/mixed use.
