Project Review. A. Programmatic Allowances 1. If FEMA determines an Undertaking conforms to one or more allowances in Appendix B of this Agreement, FEMA shall complete the Section 106 review process by documenting this determination in the project file, without SHPO review or notification. Prior to determining whether an undertaking qualifies for an allowance, Qualified staff may need to review records including NMCRIS and/or other SHPO files and federal agency records when federal land is involved to determine whether historic properties or buried cultural deposits are present or likely to be present and affected by an allowance. 2. If the Undertaking involves a National Historic Landmark (NHL), FEMA shall notify the SHPO, and appropriate Tribe(s), and the NPS NHL Program Manager of the Intermountain NPS Regional Office that the Undertaking conforms to one or more allowances.
