Proposal Due Date. All copies of proposals must be received by the Government at the address below no later than 17 June 2021 at 02:00 PM Pacific Daylight Time. Offerors must send in their proposals by mail or delivery in person to the contracting address listed below. Late proposals WILL NOT be considered. The offer must communicate unconditional assent to the terms and conditions of this RFP, its attachments, and documents incorporated by reference. The Government’s acceptance of an offer will create a binding contract between the offeror and the Government. The Government will not entertain alternate proposals. If the offeror (1) fails or refuses to assent to any of the terms and conditions of this RFP, (2) proposes additional terms or conditions, or (3) fails to submit any of the information required by this paragraph (3.0), then the Government will consider the offer to be unacceptable, which will make them ineligible for contract award. The Government reserves the right to conduct discussions and to permit offerors to revise their proposals if it is in the Government’s best interest to do so. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
