Purpose and Governing Principles. This MOU outlines the goals and guiding principles as agreed to by and between WCBOE and the GCPD in order to ▇▇▇▇▇▇ an efficient and cohesive program that will build a positive relationship between law enforcement officer, school administrators, parents, and the students in the Wayne County Public Schools. The purpose of the School Resource Officer Program in the public school system of Wayne County, North Carolina is to promote a safe and secure environment on the campuses of the Wayne County Public Schools. The ultimate goal of the School Resource Officer Program is to provide a safe, inclusive, and positive learning environment for all students and educators. School policing is intended to promote a safe, welcoming, and inclusive environment for all students, staff, and other members of the school community while recognizing that sworn police officer have constitutional, statutory, and professional standards by which they are bound. The parties agree that, in compliance with law, the parties shall administer the School Resource Officer Program established under this MOU without discrimination against any person on the basis of sex, gender, race, color, religion, national origin, age, or disability. In particular, under no circumstances will any representative of any of the parties engage in any conduct in violation of state or federal anti-discrimination law in their interactions with students, including but not limited to, any retaliation for reporting, alleging, or filing complaints concerning any alleged discrimination.
