Purposes of Coordinating Council. 1 To discuss problems of mutual concern as they shall arise during the life of this Agreement and to establish an open communication by the Association and the Administration. However, it is expressly understood that the problems herein above discussed shall in no way constitute negotiations of articles under this Agreement, or new articles, except as they shall be formally requested pursuant to the articles of this Agreement.
