Question 19. Section C, paragraph 3.4.8 states this is not a SCA designated contract and makes reference to C.F.R Part 541. However, that section of the Code Federal Regulations is related to the Fair Labor Standards Act, not the Service Contracting Act. Please provide clarification regarding the applicability of the SCA. It is our understanding that Service Contracts over $2,500 that include SCA/SCLS-covered employees must incorporate into the contract a requirement to pay prevailing wages and benefits issued by DOL in the form of Wage Determinations (WD).
