Reduction in Forces. In case of personnel reduction, lay-off shall be done by reverse order of seniority. Each employee laid off shall be placed on a Civil Service Reinstatement List for two (2) years in order of layoff. Available positions shall be filled from the Civil Service Reinstatement List on a last laid-off/first-hired basis before persons outside the list are hired.
