Reductions or Refunds of the Local Share. Except as FTA permits otherwise in writing, (1) The Recipient will not reduce the local share unless, at the same time, it reduces the proportionate amount of Federal share it seeks. (2) The Recipient will not accept a refund of the local share unless, at the same time, it provides a proportionate amount of its refund to the Federal Government.
