Refusal to Cross a Picket Line. 3.6.1 All employees covered by this Agreement shall have the right to refuse to cross a picket line arising out of a labour dispute. Failure to cross a picket line encountered in carrying out the Employer's business shall not be considered a violation of the Agreement, nor shall it be considered grounds for disciplinary action. In the event of job action the Union and the Employer shall negotiate essential services coverage for the Village.
