(b) Promoting an integrated approach in the management of the upper ▇▇▇▇ River catchment area through: (i) strengthening the existing technical information base relating to catchment degradation, water quality and quantity; (ii) involving water users in the decision making processes; (iii) training and sensitizing farmers on improved land-use and water conservation methods; (iv) providing support for the conducting of environmental and social impact assessments; (v) financing the review of water resources users’ investment plans including an annual review of each plan; and (vi) financing approved WRUAs investment Subprojects.
(c) Supporting the policy, legal and institutional reforms of the irrigation and drainage sector including a review of the roles and functions of the Ministry of Housing, Informal Human Settlements, Lands Water and Surveys and Physical Planning (MoHILP), Irrigation and the National Emergency Irrigation Board.
(d) Constructing and rehabilitating agreed irrigation schemes. Part 2 Management Organization of Forest Resources
(NEMO)a) Supporting activities to transform the Forest Department into an accountable and semi-autonomous Kenya Forest Service (KFS) including, for evaluation (i) training of natural hazard and climate change risks, through the staff; (ii) provision of training equipment and vehicles; (iii) rehabilitation of office buildings; (iv) conducting a countrywide forest resource assessment; and (v) designing and implementing a sustainable strategy for improving forest revenues.

Part B: Institutional Strengthening and Hazard and Risk Analysis Improving the capacity EAC on matters relating to harmonization of the Ministry Recipient’s national policies and regulatory standards for water, fisheries resources and watershed management;
(ii) implementation of Housing, Informal Human Settlements, Lands recommendations made by the EAC under the EAC Project with a view to harmonizing the Recipient’s policies and Surveys regulatory standards for water and Physical Planning fisheries with those of the other Partner States;
(MoHILP), iii) development (in coordination with the other Partner States and the National Emergency Management Organization (NEMO), EAC) and implementation of appropriate regulatory and policy frameworks for evaluation of the natural hazard resources and climate change risks, through the provision of training to the respective staff of MoHILP and NEMO, provision of technical advisory services and acquisition of goods required therefor. (b) Design and implementation of an integrated information management system for the water and sanitation sector.
(c) Strengthening of ERSSAN’s institutional and operational capacity, through, inter alia, school buildings the improvement of its regulating functions, through, inter alia: (i) the finalization and associated school infrastructureupdate of the mapping of water and sanitation services providers; (ii) the design and implementation of an inventory of water and sanitation services providers classified by their market segment (which inventory shall take into account the characteristics, community centerstype of service, strengthening a river defense site, stock-piling gabion baskets, scale and transport infrastructure, through the economic/financial capacity of said providers); (iii) the establishment of obligations for the provision of works, technical advisory water and sanitation services based on the inventory mentioned in (ii) herein; and (iv) the acquisition and utilization of the goods required therefor. (b) design and implementation of a capacity-building plan for drought response, to expand the geographic area already covered under the Original Project.

Identification and acquisition of: (a) the equipment needed by cities, municipalities and volunteer groups for operations concerning immediate life- saving search and rescue operations and protection of goods required therefordisaster victims; and (b) the equipment necessary for the establishment of a national emergency communications system.
(a) Design and implementation of municipal emergency plans (not prepared under the Original Project) for Eligible Municipalities; and (b) update of municipal emergency plans (prepared under the Original Project) for Eligible Municipalities. Part C: Project Management Building Capacity in Disaster Mitigation at the Municipal Level
1. Development of a database on municipal vulnerability to natural disasters to provide information to the Honduran population, such information to be organized by topics, such as: risks of natural hazards, disaster preparedness, mitigation measures which have been identified and Implementation Support Strengthening and developing the institutional capacity of the PSIPMU for Project management and execution, including procurement, financial management mitigation measures which have been implemented.
2. Carrying out and supervision of a disaster risk analysis in each Eligible Municipality, such analysis to include, inter alia: (a) a risk assessment and vulnerability mapping; (b) the identification of areas at risk within the boundaries of said Eligible Municipalities; (c) the preparation of disaster preventive land use plans; and (d) the identification and prioritization of mitigation measures.
3. Carrying out and supervision of feasibility and engineering studies and final designs of those mitigation measures referred to in Part C.2 (d) of the Project activitieswhich meet the criteria set forth in the AF Operational Manual.
4.
