Restriction on Distribution of Sterile Needles. No Substance Abuse Block Grant (SABG) funds made available through this Agreement shall be used to carry out any program that includes the distribution of sterile needles or syringes for the hypodermic injection of any illegal drug unless the States chooses to implement a demonstration syringe services for program for injection drug users.
