RESTRICTIONS FOR TEMPORARY APPOINTMENTS. Generally, an employee who is relieving the Fire Chief when the employee is paid a salary commensurate with their duties, (such as the Deputy Chief) shall not be promoted temporarily to the higher paid classification in the department. However, the City Manager in their discretion, may approve such an appointment for temporary promotion at or near the beginning of relief, provided that the City Manager is satisfied that these two conditions are met: (1) the absence of the employee in the higher paid classification appears to be protracted, i.e., of 30 days or more duration and for purposes other than vacation leave; (2) the replacement shall assume all or substantially all of the duties and responsibilities of the higher paid classification.
