Right to Select Carriers. The benefits provided in Sections 6 and 7 herein shall be provided either through a self-insured plan or under group insurance policy or policies issued by an insurance company or insurance companies selected by the City. If these benefits are insured by an insurance company, all benefits are subject to the provisions of the policies between the City and the insurance company. The City shall have the right to change insurance carriers and/or programs, so long as the level of benefits shall remain substantially the same.
