Sampling and Trimming. The warehouse operator: (1) Shall not sample or permit anyone to sample CCC-interest cotton unless so authorized in writing by CCC or by the owner of CCC-loan cotton; and (2) When sampling is authorized, shall remove from any bale only that cotton which is necessary to secure representative samples, properly trim the sample holes, and otherwise maintain the cotton.
