Sampling Frame. The Portion of the Population from which the sample is drawn. The Sampling Frame shall consist of the top 10% of Clinics with the highest ▇▇▇▇▇▇▇▇ per patient for separately billable drugs and nonlaboratory diagnostic tests (e.g., electrocardiograms).
