Scope and standards. 3.1 BT shall provide the services and facilities ordered by the Operator, and the Operator shall pay for such services and facilities, in accordance with the provisions of this Agreement. 3.2 Each Party shall comply with the Specifications in so far as they apply to the provision of services pursuant to this Agreement. 3.3 In the practical implementation of the Specifications relating to the interconnection of the BT System and the Operator System the Parties shall apply standards and operating guidelines which in the first instance have due regard to the following in the order of precedence specified below: 3.3.1 any legal requirements imposed upon each of them including requirements arising from General Condition 2; and 3.3.2 any relevant specification notified by OFCOM in implementation of the recommendations of the NICC; and 3.3.3 any relevant recommendations by ETSI; and 3.3.4 any relevant recommendations by ITU-T.
