SCOPE OF SERVICES TO BE PROVIDED BY. EULESS 1. Commencing October 1, 2021, Euless will provide Jail Services at the Euless jail (“Jail Facility”) currently located at the Euless Police Department. Jail Services shall include at a minimum the following: (a) Accepting full responsibility for the custodial care of all persons taken into custody by Bedford and delivered to the Jail Facility; (b) Providing all necessary booking services when accepting prisoners into the Jail Facility; (c) Providing the necessary detention officers and other employees to properly supervise and operate the Jail Facility (d) Providing Bedford with full access to inmates for the purpose of conducting interviews or interrogations, in accordance with reasonable regulations established by Euless; (e) Making available all prisoners whose presence is requested or ordered by a court of competent jurisdiction; (f) Releasing prisoners for investigative purpose outside the Jail Facility when such requests are made by a duly authorized Bedford official; (g) Maintaining a log and other applicable records of these and all other significant events related to Bedford prisoners; (h) Maintaining a service level that complies with all applicable standards for jail functions as required by law; and (i) Paying for and implementing the necessary programming for Euless’ records management system, in order to process Bedford’s prisoners. 2. If Euless should receive income from Immigration and Customs Enforcement in excess of $175,000 in any fiscal year during this Agreement, Euless will credit twenty-five percent (25%) of any income above $175,000 toward the amount to be paid by Bedford in the next fiscal year of this Agreement. 3. The Euless municipal judge will work with the Bedford municipal judge in establishing a mutually agreeable daily arraignment protocol of Bedford prisoners. Bedford prisoners shall be released in accordance with specific written procedures agreed upon by Euless and Bedford. 4. The Euless jail commander will meet with a designated Bedford official on a monthly basis to review any concerns regarding jail operations in regards to Bedford prisoners. 5. Euless agrees to perform all services under this Agreement in a good and workmanlike manner, and in accordance with all applicable laws and regulations.

(a) Accepting full responsibility for the custodial care of all persons taken into custody by Bedford and Hurst and delivered to the Jail Facility;
(b) Providing all necessary booking services when accepting prisoners into the Jail Facility;
(c) Providing the necessary detention officers and other employees to properly supervise and operate the Jail Facility;
(d) Providing Bedford and Hurst with full access to inmates for the purpose of conducting interviews or interrogations, in accordance with reasonable regulations established by Euless;
(e) Making available all prisoners whose presence is requested or ordered by a court of competent jurisdiction;

If that changes in the future, the Euless municipal judge will work with the Hurst municipal judge in establishing a mutually agreeable daily arraignment protocol of Hurst prisoners. Hurst prisoners shall be released in accordance with specific written procedures agreed upon by Euless and Hurst.
5. The Euless jail commander will meet with a designated Bedford and Hurst official on a monthly basis to review any concerns regarding jail operations in regards to Bedford and Hurst prisoners.
56. Euless agrees to perform all services under this Agreement in a good and workmanlike manner, and in accordance with all applicable laws and regulations.
