Section 3.1. 14 It is agreed that the employees in the bargaining unit defined herein shall have and shall be protected in 15 the exercise of the right, freely and without fear of penalty or reprisal, to join and assist the Union. The 16 freedom of such employees to assist the Union shall be recognized as extending to participation in the 17 management of the Union, including presentation of the views of the Union to the management of the 18 District or any other governmental body, group or individual. The District shall neither encourage nor 19 discourage membership in any employee organization.
