Section 9.6. 2 The employee with the earliest seniority date shall have preference regarding promotions, assignment to 3 new or open jobs or positions and layoffs when ability and performance are equal with those individuals 4 junior to the employee. When determining ability and performance, objective criteria such as the following 5 will be considered: technical skill level, interpersonal and communication skill level, customer service skill 6 level, organizational and teamwork skill levels related to the position. Such skill levels shall be determined 7 by assessments, interview results, annual performance evaluations, and reference checks. If the District 8 determines that skill assessments are needed, they will be administered after the conclusion of the interview
