Selecting the Arbitrator. Within fourteen (14) calendar days of receipt of a valid arbitration request, the parties shall request the Federal Mediation and Conciliation Service (FMCS) to submit a list of seven (7) arbitrators. A brief statement of the nature of the issues in dispute will accompany the request to enable the FMCS to submit the names of arbitrators qualified for the issues involved. Parties shall meet within fourteen (14) calendar days after the receipt of such list to select an arbitrator. The moving party strikes first and then the parties alternate.
