SEP Oversight. ▇▇▇▇▇▇▇▇▇▇ agrees to contract with a third party to oversee implementation of the SEP. Oversight of the SEP will be provided by the San Francisco Estuary Partnership. The Discharger is solely responsible for paying for all oversight costs incurred by the San Francisco Estuary Partnership to oversee the SEP up to a maximum of $12,000. The SEP oversight costs are in addition to the total administrative civil liability imposed against the Discharger and are not credited toward the Discharger’s obligation to fund the SEP. Oversight tasks to be performed by the San Francisco Estuary Partnership include but are not limited to, updating CIWQS, reviewing and evaluating progress, reviewing the final completion report, verifying completion of the project with a site inspection, auditing appropriate expenditure of funds, and providing updates to Regional Water Board staff.
