The 'Service Affecting' clause defines what constitutes an event or issue that disrupts or impairs the normal operation of a service provided under the agreement. Service Affecting. 2.2.1 While exercising its right to first access, NEVADA should grant nondiscriminatory access to all occupants in or on its facilities and every effort should be made to accommodate as many occupants as is reasonably safe.
