Small and Local Business Program Requirements. The City has adopted a Small and Local Business Enterprise program for goods, services, and consultant contracts. The SLBE requirements are set forth in Council Policy 100-10. For contracts in which the Purchasing Agent is required to advertise for sealed proposals in the City’s official newspaper or consultant contracts valued over $50,000, the City shall: A.
