Small and Local Business Program Requirements. The City has adopted a Small and Local Business Enterprise program for goods, services, and consultant contracts. The SLBE requirements are set forth in Council Policy 100-10. For contracts in which the Purchasing Agent is required to advertise for sealed proposals in the City’s official newspaper or consultant contracts valued over $50,000, the City shall: A. Apply a maximum of an additional 12% of the total possible evaluation points to the Contractor’s final score for SLBE or ELBE participation. Additional points will be awarded as follows: a. If the Contractor achieves 20% participation, apply 5% of the total possible evaluation points to the Contractor’s score; or b. If the Contractor achieves 25% participation, apply 10% of the total possible evaluation points to the Contractor’s score; or c. If the prime contractor is a SLBE or an ELBE, apply 12% of the total possible evaluation points to the Contractor’s score.
