Specially Funded Programs. Where it is necessary to terminate or decrease specially funded programs, the Employer will meet with the Employees and the Union to review the reasons for the change, the implementation of the change and the effect on the Employees involved. Such termination or decrease of specially funded programs will be treated as a layoff in accordance with Article 11.
