Staffing System. The Hospital and registered nurses will act in 19 compliance with ORS 441.162 and OAR 333.510.0045 (8) through (11) in its entirety. 20 The Hospital shall be responsible for the implementation of a written Hospital-wide 21 staffing plan for nursing services. The staffing plan shall be developed, monitored, 22 evaluated and modified by the Staffing Committee. The staffing plan shall: 24 3.7.1 Be based on an accurate description of individual and aggregate 25 patient needs and requirements for nursing care. 27 3.7.2 Be based on the specialized qualifications and competencies of 28 the nursing staff. The skill mix and competency of the staff shall ensure that the 29 nursing care needs of the patients are met and shall insure patient safety. 31 3.7.3 Be consistent with nationally recognized evidence-based 32 standards and guidelines established by professional nursing specialty 33 organizations and recognize differences in patient acuteness. 1 3.7.4 Establish minimum numbers of nursing staff including licensed 2 practical nurses and certified nursing assistants required on specified shifts. At 3 least one registered nurse and one other nursing staff member must be on duty 4 in a unit when a patient is present unless a waiver has been granted by the 5 Oregon Health Division for a specific unit. 7 3.7.5 Include a formal process for evaluating and initiating limitations 8 on admission or diversion of patients to another acute care facility when, in the 9 judgment of the direct care registered nurse, there is an inability to meet patient 10 care needs or a risk of harm to existing and new patients.
