The area to be surveyed is approximately one and one half acre which includes an existing pickleball court, a basketball court and out buildings and will extend westerly and southerly to forest Park Road as shown on the attached “Exhibit 1 Study Area”. Scope of Services: • Topographic mapping of the site to a one-foot contour interval suitable for comparison to the designed survey. • Survey will include visible and RF locatable subsurface utilities, including cabinets and control vaults. • Survey will include court striping, net and post locations, basketball hoop pipe location, gate locations, along with elements beyond the perimeter which may be impacted by grading. • An AutoCAD drawing along with a signed original and pdf files will be provided at completion of the project.

A. PROJECT UNDERSTANDING In July 2023, and on behalf of the City of ▇▇▇▇▇▇▇ ▇▇▇▇▇ & Facilities, ▇▇. ▇▇▇▇▇▇▇▇▇ contacted ▇▇▇▇ ▇▇▇▇▇▇▇▇▇ to provide a scope of services for an assessment of the existing 3 float systems at ▇▇ ▇▇▇▇▇▇▇▇ Park. The property contains two longer outside floats are in need of repair or replacement, while the middle float is in better shape overall. In subsequent discussions, the City would also like to have preliminary development of 2 replacement concept options as well, including a city park with many out buildingspier walkway (basic structure for fishing/walking) as well as a more substantial pier walkway (fishing, playgrounds and parking areaspicnic, pavilion, etc.). A condition assessment of the 116th St SE pier was also requested as part of the project scope. The area City of ▇▇▇▇▇▇▇ ▇▇▇▇▇ & Facilities would like ▇▇▇▇ ▇▇▇▇▇▇▇▇▇ to conduct a site condition assessment and provide a report summarizing the results of the assessment and any immediate or short-term repairs needed for the ▇▇ ▇▇▇▇▇▇▇▇ Park. The City would also like the report to include concepts for the two options described above, including rough-order- magnitude costs. For the 116th St SE pier, only the results of the assessment and any immediate or short-term repairs are requested for the report.
B. SCOPE OF SERVICES
1. Information Review ▇▇▇▇ ▇▇▇▇▇▇▇▇▇ will review the existing documentation regarding the facility, including any drawings, as-builts, or previous inspection reports or drawings. ▇▇▇▇ ▇▇▇▇▇▇▇▇▇ has received the ▇▇ ▇▇▇▇▇▇▇▇ Park Dock One through Dock Three Float ▇▇▇▇ ▇▇▇▇▇▇▇▇▇ City of ▇▇▇▇▇▇▇ ▇▇▇▇▇ & Facilities August 25, 2023 File No. 242022.913.026 Improvement PDF. The City will provide ▇▇▇▇ ▇▇▇▇▇▇▇▇▇ with any available documentation of the 116th St SE pier for review prior to the assessment.
2. Site Assessment ▇▇▇▇ ▇▇▇▇▇▇▇▇▇ will perform an above-water condition assessment of the three floats, including guide piles, gangways and concrete abutments. We will also perform an above-water condition assessment of the pier, including piles, pile caps, stringers, and superstructure. The inspection will be surveyed is approximately one performed in accordance with the ASCE Manual for Waterfront Facilities Inspection and one half acre which includes an existing pickleball court, Assessment (ASCE MOP 130). A visual inspection will be performed on 100% of all accessible structural members. Existing floats and associated structures will also be reviewed for ADA accessibility and any safety hazards or concerns. Guide pile assessment will include ultrasonic metal thickness testing.
3. Analysis & Recommendations & Concept Development (2 Options) ▇▇▇▇ ▇▇▇▇▇▇▇▇▇ will review the results of the above water site inspection and provide a basketball court and out buildings and will extend westerly and southerly to forest Park Road as shown on report containing the attached “Exhibit 1 Study Area”. Scope of Servicesfollowing items: • Topographic mapping Condition summary of the site to a one-foot contour interval suitable for comparison to the designed survey. • Survey will include visible and RF locatable subsurface utilitiesstructural components, including cabinets condition ratings, photos, any non-destructive testing results, and control vaultsinspection plan drawings. • Survey will include court striping, net and post locations, basketball hoop pipe location, gate locations, along with elements beyond the perimeter which may be impacted by grading. • An AutoCAD drawing along with a signed original and pdf files This will be provided at completion for the ▇▇ ▇▇▇▇▇▇▇▇ Parks floats as well as the 116th St SE pier structure. • Recommended operational restrictions (if any) • Recommended repairs and priority (immediate and short-term) • Opinion of floats and pier remaining service life • Opinion of probable construction cost for recommended repairs/rehabilitation ▇▇▇▇ ▇▇▇▇▇▇▇▇▇ will also develop 2 concept options for a replacement structure (pier) for ▇▇ ▇▇▇▇▇▇▇▇ Park, including the project.following: • Option 1 – Remove existing Docks 1-3 and replace them with looped pier walkway.
