State Authority. If, and to the extent that, water rights asso- ciated with the ▇▇▇▇ ▇▇▇▇▇ ▇▇▇▇ ▇▇▇▇▇ No. 4 are acquired, the use of those water rights shall be changed only in accordance with the laws of the State of Colorado.
