STATEMENT OF QUALIFICATIONS SUBMITTAL REQUIREMENTS. This Section 4 describes requirements that all Proposers must satisfy in submitting SOQs. Failure of any Proposer to submit its SOQ as required in this RFQ may, in ADOT’s sole discretion; result in rejection of its SOQ. All rejected SOQs will be returned to the contact person identified in the SOQ. Subject to any limitations with respect to page limits expressed in this RFQ, Proposers shall not include cost, work hours, and/or plan-sheet estimates in the SOQ. 4.1 General Requirements
