It is the responsibility of the bargaining unit members and administration to provide an atmosphere within the classroom and within the school building that is conducive to learning.
A. It shall be the responsibility of administrators the bargaining unit member, with the assistance of his/her respective supervisor, to create a set of classroom/laboratory rules consistent with the school discipline policy (Section 15.03). These rules shall reflect a progressive discipline procedure with specific outcomes and actions for compliance and/or noncompliance.
B. When, according to the respective bargaining unit member's classroom/lab rules/policy, a student has exhausted the alternatives of the teacher's policy, the student shall be referred to the Director/Assistant Director by completing the Discipline Report form.
C. The Director/Assistant Director, using his/her best judgment of the facts, shall determine the action to be taken.
D. If, in the Director’s/Assistant Director's best judgment, the infraction can be handled without a due process hearing for suspension, appropriate action shall be taken, and the bargaining unit member to see that all school rules and regulations are adhered to during informed in writing of the school day and/or when officially associated action taken. No action by any party shall be in conflict with an authorized school functionthe discipline policy adopted by the Board.
E. Should the bargaining unit member involved be dissatisfied with the dispatch with which a problem is handled or with the outcomes of such actions, he/she shall have the right to address concerns directly to the Administrator involved and progressively to the Director and Superintendent. The bargaining unit member may, if dissatisfied with the decisions of the Assistant Director, Director, and Superintendent, receive a hearing in executive session with the Board, through to address the chief administrator, problem for final settlement. F. 3.5.2 The District will provide training in each individual building for all district staff regarding the content and intent of policies, in addition to general violence, safety issues, and responsibility.

3.5.7 Each employee shall be promptly advised on any complaint made to the principal, program, or other School District administrators regarding the employee’s discipline of students. The employee shall be given the opportunity to present his or her version of the incident and to meet with the complaining party in the event that a conference with the complaining party is arranged.
3.5.8 In the event case of misconduct or insubordination, when the regulations are being ignored by employee deems it necessary, he or she may recommend to the principal a student’s suspension or expulsion from school.
3.5.9 Possession or use of dangerous weapons or facsimile, explosives, firecrackers, or other items capable of inflicting bodily harm is prohibited. A joint committee equally comprised of Board and Association representatives shall study proposed changes to the Parental Complaint Procedure. After study, the committee shall submit its recommendations to the Board.
5. If a parent has a complaint with a coach or an extracurricular sponsor, the parent must follow the Parent Complaint Procedure. Notwithstanding the foregoing, the District may take appropriate action when so required by federal or state law. Prior to taking such action, the District will confer with the affected staff member and the Association, if requested by the staff member.
6. Students shall be suspended from school only by the principal or his/ her designee. Student Discipline. A. 1. System-wide discipline regulations, The Code of Student Conduct, shall be published and distributed to students each year. The Administration shall clearly indicate the intent of the Board to enforce these regulations and maintain an orderly learning environment in the schools. Teachers enforcing these regulations will have the support of the Board and Administration. The behavior of students will be in conformance with system-wide regulations. 2. The Board of Education and the Association agree recognize that effective pupil classroom teaching and learning is dependent upon teacher management of the classroom and the absence of disruptive behavior on the part of the students. 3. Whenever it appears that a particular pupil requires the attention of special counselors, social workers, law enforcement personnel, the Administration will take positive steps to secure the appropriate services.

If a teacher in a school is prerequisite concerned with the manner in which behavioral problems are being adjusted within that school, the matter will be discussed between the teacher and the principal. Student Discipline. A. It is the responsibility of every teacher to assist in the maintenance of a positive atmosphere in the school. This means that classroom teachers must be willing to exercise supervision both within the classroom and on school premises. Adequate records of specific student violations or incidents will be kept by the teacher.
1. At the start of each school year, the appropriate District administrator will make available to all teachers, at their place of assignment, their own copy of those Board policies relating to discipline.

The Board of Education Governing Board, the Superintendent, and the Association agree administration recognize that effective pupil discipline is primarily the responsibility of the teachers, and that when teachers are endeavoring to carry out that responsibility, they deserve the support of the Board, the Superintendent, and the administration. Student Discipline. A. The District shall uphold the authority of certificated staff members to take prudent and reasonable disciplinary action to correct a meetingstudent(s) who disrupts normal classroom activities, abuses, or insults a teacher as prohibited by RCW 28A.635.010, willfully disobeys a teacher, uses abusive or foul language directed at a school district employee, school volunteer, or another student, violates school rules, or who interferes with an orderly education process. 3.5.1 The School Board will adopt a strong, simple, concise policy on the following:
a) Guns, weapons, and drugs
b) Suspension and expulsion
c) Accepting out-of-district students

3.5.2 The District will provide training in each individual building for all district staff regarding the content and intent of policies, in addition to general violence, safety issues, and responsibility.
3.5.3 In the maintenance of a sound learning environment, the District shall expect acceptable behavior on the part of all students who attend school in the District. Discipline shall be enforced fairly and consistently. The Board of Education and the Association agree that effective pupil Superintendent shall support and uphold employees in their efforts to maintain discipline in the district and shall give expeditious responses to all employee requests regarding discipline problems, provided the employee has followed established District policy. 3.5.7 Each employee shall be promptly advised on any complaint made to the principal, program, or other School District administrators regarding the employee’s discipline of students. The employee shall be given the opportunity to present his or her version of the incident and to meet with the complaining party in the event that a conference with the complaining party is arranged.
3.5.8 In the event case of misconduct or insubordination, when the regulations are being ignored by employee deems it necessary, he or she may recommend to the principal a student’s suspension or expulsion from school.
3.5.9 Possession or use of dangerous weapons or facsimile, explosives, firecrackers, or other items capable of inflicting bodily harm is prohibited. A teacher may refer a pupil from class to the principal, or his/her designee, with the appropriate transmittal slip where applicable when the persistence of Education and misbehavior or the Association agree that effective disruptive effect of violations make the continued presence of the pupil control and discipline is prerequisite to effective teaching and learningunacceptable. In such case, the pupil may be excluded from the class for a period of time determined by the administration after consultation with the teacher. The teacher shall furnish the administration with appropriate and specific written documentation.

After study, the committee shall submit its recommendations to the Board.
5. If a parent has a complaint with a coach or an extracurricular sponsor, the parent must follow the Parent Complaint Procedure. Notwithstanding the foregoing, the District may take appropriate action when so required by federal or state law. Prior to taking such action, the District will confer with the affected staff member and the Association, if requested by the staff member.

F. 2.5.6 Each employee shall be entitled to appropriate assistance, support, and enforcement from building or program administrators in connection with discipline problems relating to students. 2.5.7 Each employee shall be promptly advised on any complaint made to the principal, program, or other School District administrators regarding the employee‟s discipline of students. The employee shall be given the opportunity to present his or her version of the incident and to meet with the complaining party in the event that a conference with the complaining party is arranged. In the event case of misconduct or insubordination, when the regulations are being ignored by employee deems it necessary, he or she may recommend to the principal a pupil‟s suspension or expulsion from school.
2.5.8 Possession or use of dangerous weapons or facsimile, explosives, firecrackers, or other items capable of inflicting bodily harm is prohibited. Students in possession of, or using, any partyweapons or dangerous devices specified as a deadly weapon RCW 9A.04.110 or local ordinances will be emergency suspended, such regulations shall according to State law.
