The STUDENT ENROLLMENT AND POPULATION PROJECTIONS clause establishes how future student numbers are estimated and reported for a school or educational program. Typically, this clause outlines the methods and timelines for projecting enrollment figures, such as requiring annual forecasts or periodic updates based on demographic data or historical trends. Its core function is to provide a reliable basis for planning resources, staffing, and facilities, thereby helping the institution anticipate and address changes in student population effectively.
Student Enrollment and Population Projections. 3.1 Population And Student Enrollment Projections Distributed Annually. In fulfillment of their respective planning duties, the County, Cities, and School Board agree to coordinate and base their plans upon consistent projections of the amount, type, and distribution of population growth and student enrollment. The County and Cities will provide the School Board with a listing of their potentially useful surplus properties by August 15. At this time, a potentially useful property is a minimum of 10 acres for Elementary Schools, 20 acres for Middle Schools, and 40 acres for High Schools. The standards for potentially useful properties may be changed by the School Board at any time and the COC will be notified. The County and Cities shall provide updated five year population projections from the Local Government Comprehensive Plans or other Local Government adopted documents and development data by October 15 as required by Section 9.1 of this Agreement and the School Board will supply the annually updated Financially Feasible Plan by December 31st as described in Section 9.2 of this Agreement.
Student Enrollment and Population Projections. Section 3 A calendar of important dates regarding the provisions of student enrollment, population projections and other necessary shared information is depicted in Appendix “B”, attached hereto and made a part hereof.
3.1 In fulfillment of their respective planning duties, the School Board, the County and the Municipalities agree to coordinate and base their plans upon consistent projections of the amount, type, and distribution of population growth and student enrollment. Countywide five-year population and student enrollment projections shall be revised annually and provided in the subsequent calendar year at the sStaff wWorking gGroup meeting described in Subsection 2.1.
3.2 The Superintendent shall utilize student population projections based on information produced by the demographic, revenue, and education estimating conferences pursuant to Section 216.136 Florida Statutes, where available, as modified by the Superintendent based on development data coordinated with the local governments. The Superintendent may request adjustment to the estimating conferences’ projections to reflect actual enrollment and development trends. In formulating such a request the Superintendent will coordinate with the County and Municipalities regarding development trends and future population projections.
3.3 The County will continue to provide population projections that will be utilized to verify the geographic distribution of School Board student projections countywide.
Student Enrollment and Population Projections. In fulfillment of their respective planning duties, the School Board, County, and Municipalities agree to coordinate and base their plans upon consistent projections of the amount, type, and geographic distribution of population growth and student enrollment. Countywide five (5) and ten (10) year population and student enrollment projections shall be revised annually by the School Board and provided at the first opportunity to the Technical Advisory Committee. In addition, the School Board shall work with the County or the County‟s designated consultant to calculate a Student Generation Rate by School Type. In preparing said population and student enrollment projections, the School Board shall coordinate with the Municipalities and the County to ensure, inter alia, that new Residential Development and redevelopment information as provided by the Municipalities and County is reflected in updated projections to be provided pursuant to Section 4 below.

Countywide five-year population and student enrollment projections shall be revised annually and provided at the first staff working group meeting described at subsection 1.1.
2.2 The School Board staff shall utilize the Department of Education (DOE) five-year countywide student enrollment projections.
2.3 The School Board, working with the City or County will consider the use of the information described in Section 3 to allocate projected student enrollment into the current school attendance zones so that the districtwide projections are not exceeded. The school attendance zones are established by mutual consent of the school district staff and local government staff as indicated in Section 4.6. The allocation of projected student enrollment will be determined at the first staff meeting described in subsection 1.1.
2.4 The School Board staff will evaluate growth and development trends prepared by the City or County. The School Board staff, working with the City or County staffs, will develop and apply student generation multipliers for residential units by type for schools of each type. The student generation rates shall be updated every year. The school enrollment projections will be included in the educational facilities plan provided to the City or County each year as specified in subsection 3.1 of this agreement.
Student Enrollment and Population Projections. 2.1 In fulfillment of their respective planning duties, the County, Cities and the School Board staff agree to coordinate their plans upon the consistent projections of the amount, type and distribution of population growth and student enrollment. Five-year population and student enrollment projections shall be revised annually to ensure that new residential development and redevelopment information provided by the Cities and County pursuant to Section 3.3 are reflected in the updated projections. Projections for 10 and 20 years will be produced as part of the State-mandated Evaluation and Appraisal Report (EAR) preparation, and as needed.
2.2 The School Board staff shall utilize the Department of Education (DOE) five-year county-wide student enrollment projections. The School Board staff may make a request to the DOE to adjust its projections to reflect actual enrollment and development trends not anticipated in the DOE projections using the COHORT Projection Waiver available on the DOE website. In formulating such a request, the School Board staff will coordinate with the Cities and County regarding future population projections and growth.
2.3 The County and the Cities will use information on County growth and development trends for unincorporated and municipal areas, such as Census information on population and housing characteristics, persons-per-household figures, historic and projected growth rates, and the information described in Section 3.3, to project residential units by type and projected price for 5 years and allocate these units into planning areas. The planning areas will be established by mutual consent of the School Board and local government staffs and shall be included in the Data and Analysis for the Public School Facilities Element. The allocation of residential units by type, projected price, and planning area will be provided to the School Board annually.
2.4 The School Board staff will evaluate the planning area projections prepared by the County and Cities. The School Board staff, working with the County staff and Cities staffs, will develop and apply student generation multipliers for residential units by type and projected price for schools of each type, considering past trends in student enrollment within a specific planning area in order to project school enrollment. Student Enrollment and Population Projections. 1.1 In fulfillment of their respective planning duties, the County, Cities, and School Board agree to coordinate and base their plans upon consistent projections of the amount, type, and distribution of population growth and student enrollment.
1.2 The School Board shall utilize both district‐wide student population projections, which are based on information produced by the demographic, revenue, and education estimating conferences pursuant to Section 216.136, F.S., where available, and projections based on the Education Service Areas (ESA) established in Section 4 of this Agreement. These projections may be modified by the School Board based on local development trends and data with agreement of the Florida Office of Educational Facilities and the SMART (Soundly Made, Accountable, Reasonable and Thrifty) Schools Clearinghouse.
1.3 The School Board, working with the County and Cities, will allocate projected student enrollment throughout the district into Education Service Areas to reflect development trends and ensure district‐wide projections are not exceeded. The initial Education Service Areas (ESA) are established and described in Subsection 3.4.
Student Enrollment and Population Projections. 2.1 In fulfillment of their respective planning duties, the County, Cities, and School Board agree to coordinate their plans upon consistent projections of the amount, type, and distribution of population growth and student enrollment. Countywide five (5)-year population projections shall be updated at least once every two (2) years by the County. The School Board may enter into a separate agreement with the County for the preparation of student enrollment projections. Updated County and School District data shall be provided at least once every two (2) years for review at the Staff Working Group meeting described at Subsection 1.1.
2.2 The School Board shall utilize student population projections based on information produced by the demographic, revenue, and education estimating conferences pursuant to Section 216.136, Florida Statutes, where available, as modified by the School Board based on development data and agreement with the local governments and the Office of Educational Facilities and SMART Schools Clearinghouse. The School Board may request adjustment to the estimating conferences’ projections to reflect actual enrollment and development trends using the COHORT Projection Waiver available on the Florida Department of Education website. In formulating such a request, the School Board will coordinate with the Cities and County regarding development trends and future population projections.
2.3 The School Board, working with the County and Cities via the Staff Working Group, will use the information described in subsection 3.4 and any other relevant information provided as part of the requirements of this Amended and Restated Interlocal Agreement, to allocate projected student enrollment by Minor Statistical Areas. The allocation of projected student enrollment will be determined at the first staff meeting described in subsection 1.1.
