Submission Format. The submission must name all persons or entities interested in the submission as principals. The proposal must declare that it is made without collusion with any other person or entity submitting a proposal pursuant to the RFQ. If the submission is by a joint venture, a copy of the joint venture agreement must be provided as part of the submission package.
