Submission Procedure. a. If an appeal from suspension or reduction is not settled at Step 2, a request for arbitration may be presented to the Chief Human Resources Officer within seven (7) calendar days from the date the decision was rendered. b. An appeal from any suspension or reduction imposed by the County Executive Officer may be presented to the Chief Human Resources Officer within ten (10) calendar days from the date the action becomes final. c. All appeals shall be signed by an employee or by a representative of OCMA and shall be submitted in writing. d. The issue in all appeals of suspensions/reductions shall be: Was (employee's name) suspended/reduced for reasonable cause? If not, what is the remedy? e. As soon as practicable after a suspension/reduction appeal is presented to the Chief Human Resources Officer, an arbitrator shall hear the appeal, provided however, prior to going to arbitration the parties may agree to utilize mediation in an effort to resolve the appeal.
