System Failure. If the air conditioning/ventilation, electrical, heating, plumbing, water supply or septic systems at the Library are not functioning properly, or cannot be made to function due to a mechanical or electrical problem including the loss of power, then the notification requirements outlined in paragraph 20.1 above shall be followed.
