SYSTEM OF CHARGES. 413 The District Board is hereby authorized to establish and maintain a system of charges for 414 services to be performed by the District and to make changes therein from time to time, as it 415 deems advisable and necessary. The system of charges shall be adopted by resolution of the 416 District Board. The District Board shall retain authority to make exceptions to the system of 417 charges on a case-by-case basis, as reasonably determined by the District Board. 418 ARTICLE IX
