Target Operating Model (▇▇▇. Contractor shall develop the ▇▇▇ for the Program to articulate how the Workforce Partners intend to provide functionality in the future to benefit all impacted stakeholders and provide the “big picture” of the To-Be solution across the business and technical domains of the Program. The ▇▇▇ will be the framework for defining the business vision of the Program and aligning it to the core capabilities, functionalities, and processes to deliver value to both internal and external stakeholders.
