TEACHING CONDITIONS. The parties recognize that the availability of optimum school facilities for both student and teacher is desirable to insure the high quality of education that is the goal of both teachers and the Board. It is also acknowledged that the primary duty and responsibility of the teacher is to teach and that the organization of the school and the school day should be directed at insuring that the energy of the teacher is primarily utilized to this end. A. When a teacher is burdened with conditions that are contrary to the above intent in terms of class size or school facilities, said teacher should call the matter to the attention of the Building Principal. If the matter cannot be remedied by the Principal, the teacher, the Association and Principal shall meet with the Superintendent with the idea of affecting a remedy. B. The Superintendent or his designee will meet with representatives from the Association to review class size on a district-wide basis. The initial meeting to review secondary class sizes will be held no later than the fifth (5th) day of each quarter if applicable. The initial meetings to review elementary class sizes shall be held within five (5) days of the fourth Friday of the school year and within five (5) days of the end of the first semester. C. The Board shall, whenever possible, make available in each school adequate lunchroom, restroom, and lavatory facilities primarily for faculty use and at least one (1) furnished room which shall be reserved for use as a faculty lounge. D. Telephone facilities shall be made available to teachers for their reasonable use. E. Teachers shall report unsafe working conditions to the Administration; if the Administration concurs, appropriate steps shall be taken to remedy the situation. F. Thirty (30) hours shall be set aside for Professional Development and twelve (12) hours for parent- teacher conferences. New teachers shall be given an additional day for special orientation. These days will be identified in the mutually developed district calendar. G. When a school is dismissed early because of weather conditions, the teachers of that school may leave as soon as it is reasonably sure that the students will arrive home. H. Supervisory teachers of student teachers shall be tenured teachers who voluntarily accept the assignment. The parties recognize that "supervisory teachers" are not supervisory teachers under Public Act 379 of 1965. I. Both parties mutually agree that they share as a primary objective the enhancement of student learning in the classroom. Both parties recognize that variety of factors interact in numerous ways to influence optimal student learning in the classroom. Both parties recognize that one factor, optimal class size, is desirable as it contributes to the quality of instruction and learning which is a mutual goal. With this in mind, both parties agree that: 1. Class size for kindergarten will be twenty five (25) students. If the average kindergarten class exceeds twenty four (24) on the first day of class, then a meeting will be held between administration and teachers within three days to attempt to remedy the situation. Class size for grades 1-3 will be twenty-eight (28) students or less. Class size for grades 4-6 will be thirty (30) students or less. Within two (2) weeks of the beginning of the school year all classes will be within these limits or will have a maximum of no more than two (2) higher. Cross leveling of classes will be attempted to equalize class loads across the district. 2. Class sizes for grades 7-12 in excess of thirty-two (32) are not desirable, and the parties mutually agree to work toward maintaining class size below these levels. Both parties, however, recognize that the attainment of such optimal conditions is largely dependent upon the financial resources available to the District. The parties further agree that traditionally large and small classes may be exempt from the optimal size. Special students with mental, emotional, or physical handicaps will be considered as extra teaching responsibility when assigned to a regular classroom. When such assignments are anticipated, the beginning class size will be set at less than the maximum contract limit; (i.e., K - 3 = 30; 4 - 6 = 32) in order to allow for them. Students who move in after the September count day shall not be counted for purposes of this language. When an overload arises and is brought to the attention of the Building Principal, a remedy shall be agreed upon or a remedy shall be affected by the Superintendent and the Association. The remedy may include, but is not limited to the reassignment of students, provision for teacher assistance, and provision for additional pay. L. Both parties mutually recognize the importance of teachers’ attendance at extra curricular events throughout the district. Both parties will encourage teacher participation in extra-curricular events and duties, recognizing that such participation is one criterion of the teacher evaluative process.

However, the principal will have the option to require attendance at graduation activities, annual school open house, awards night and dutieshomecoming activities during the teacher workday. J. Appropriate release time shall be made by the principal. The Association shall encourage all teachers to participate in the aforementioned activities. K. The principal shall schedule faculty meetings as deemed necessary. Faculty meetings may extend the working day by not more than thirty (30) minutes. L. When school is not in session, recognizing that teachers may be given access to their classrooms or work areas by arranging such participation is one criterion access with the principal. M. Teachers shall not be required to perform tasks which would endanger their health or safety. In an emergency, teachers shall take necessary action to provide for the safety of the students and themselves, and as soon as possible the principal shall be advised of the situation. N. Observations of a teacher’s class by persons other than school district or state administrative/supervisory personnel shall be allowed only after consent has been granted by the building administrator and a 24-hour notification is given to the teacher evaluative processinvolved. O. Regular custodial service shall be provided by the Board to maintain classrooms, and other learning areas of each school, in a clean condition. It is the responsibility of teachers to see that students clear paper, books, etc. from the floor daily and the room is kept in neat order. P. Occasionally, teachers may leave school prior to the end of the teaching day with prior approval of the principal providing that the teacher has arranged for coverage of all duties. Q. Travel time for out-of-town conferences or inservice activities may extend the working day without further compensation. R. Effort shall be made to give all employees notice of their assignment for the forthcoming semester as soon as possible. S. Drug testing shall be in accordance with applicable state law for current employees sought by the District will be paid for by the District. Job applicants are responsible for initial drug testing.

Teachers will remain on duty for a sufficient period after the close of the school day to attend to those matters which require the teacher's attention, but not less than ten (10) minutes, except for the high school staff, following the close of the school day as established for the administrative unit in which the teacher is employed. As used in this paragraph, the term "school day" shall encompass the time between the starting time and ending time for pupils in the administrative unit involved. Provided, however, that with respect to any day on which teachers are scheduled to report for duty in the absence (or shortened presence) of pupils, the teacher's day shall be reserved based on the normal school day unless adjusted by the administration for use as a faculty loungeparticular administrative unit or the District at large. Teachers whose regular assigned duties vary from the normal school working hours will have proportionate adjustments made in their working schedules. D. A teacher shall be expected to attend professional staff meetings when called by the building principal or his/her designee. A teacher may place appropriate educationally-related items on the agenda for the building meetings. The agenda for building meetings should be presented to the teacher at least one day in advance of the meeting. 4. All teachers, with the exception of Central High School teachers, shall be entitled to an uninterrupted, duty-free lunch period. This period shall conform to the designated prevailing lunch period for the particular school in which the teacher is employed, but shall be of not less than forty (40) minutes duration, which may include five (5) minutes passing with the exception of kindergarten which may be adjusted by mutual agreement to thirty five (35) minutes to meet state mandated hours. Exceptions to the duty-free lunch period may be made by mutual agreement between the building principal and the teacher involved. 5. Emergency Conditions - Teachers are not expected to report for duty on those scheduled attendance days when the school district is closed to students. It is understood that during days when school is not in session there shall be no deductions from a teacher's leave days of absence. Should severe weather or emergency conditions cause the closing of the schools during a school day, the teacher will remain on duty until dismissed by the administration. 6. At the end of each semester a time shall be provided for all teachers to complete necessary records and reports as provided in Appendix C (calendar footnotes.) 7. The daily length of the scheduled school working hours for psychologists, social workers and psychologist-social workers shall be seven (7) hours or the daily length of the normal school working hours of the high school, whichever is greater. 8. In the event that the school district offers in-service programs and/or workshops beyond the school calendar and/or beyond the normal working hours for which teachers do not receive additional compensation for attending, said attending shall be voluntary. 9. All secondary teachers shall have at any least one period per day, equivalent to a normal teaching period, for the purpose of preparing lessons, student conferences, parent conferences, etc. This shall not apply to Alternative Education Program teaching staff. TEACHING CONDITIONS. 9.1 Thirty-minute duty free lunch periods will be provided to teachers as per the Illinois School Code. Lunch times will be adjusted by the administration, as needed, to accomplish this. 9.2 All teachers will be provided with an average of at least forty-five (45) minutes per day preparation time. TEACHING CONDITIONS. 1. Teachers will carry out their duties under safe and healthful conditions in the schools. 2. Assistance and guidance in classroom techniques shall be provided to every new teacher. All available resources, as well as the experience and diverse abilities of all teachers, including principals, shall be utilized to help in-service the new teachers. 3. Each school shall be provided with a clean, attractive, comfortable teachers' lounge when finances permit. 4. Teachers shall have a duty-free lunch period equal to the regular local school lunch period, but not less than 30 minutes, to use at their own discretion. No teacher shall be required to give up his/her duty-free lunch period. 5. To the extent administratively possible, teachers shall be given opportunity to work with classes of varying achievement levels. This shall be done on the rotation system with the approval of participating teachers. 6. All elementary classroom teachers shall have at least one 30-minute preparation period per day. This shall be duty free and shall be coordinated by teacher and administrator. K-5 attendance registers will be maintained in the school offices. 7. Middle school and high school teachers (teachers in grades 6 through 12) shall have one plan period per day. Each teacher's plan period shall be during one of the regular class periods (i.e., first hour, second hour, third hour, etc.) If requested, a teacher may voluntarily give up his/her plan period to take a class at the rate in Article XIV, Section I. 8. In order to provide the best possible educational opportunities, the Board of Community Unit School District No. 7 agrees to strive to maintain a faculty• student ratio of 1:18 and a class size not to exceed 25. This is not to be construed to determine classroom load. 9. Any assignment of a teacher to teach outside of his/her certification must be approved by the Regional Office of Education. The evaluator and teacher will collaboratively develop a plan whereby the district will provide effective feedback, resources, and support to the teacher who is desirable teaching outside the area(s) of licensure specific to insure that teacher’s needs. 10. No changes shall be made in teaching conditions without prior consultation with administrator and teacher. 11. No teacher shall be assigned duties that are principally custodial in nature, not to be construed as opening shades, doors, windows, and turning on and off the high quality of education that is the goal of both teachers and the Boardlights. 12. TEACHING CONDITIONS. 8.1 Thirty-minute duty free lunch periods will be provided to teachers as per the Illinois School Code. Lunch times will be adjusted by the administration, as needed, to accomplish this. 8.2 All teachers will be provided with an average of at least forty-five (45) minutes per day preparation time. As used in this paragraph, the term "school day" shall encompass the time between the starting time and ending time for pupils in the administrative unit involved. Provided, however, that with respect to any day on which teachers are scheduled to report for duty in the absence (or shortened presence) of pupils, the teacher's day shall be reserved based on the normal school day unless adjusted by the administration for use as a faculty loungeparticular administrative unit or the District at large. Teachers whose regular assigned duties vary from the normal school working hours will have proportionate adjustments made in their working schedules. D. A teacher may place appropriate educationally-related items on the agenda for the building meetings. The agenda for building meetings should be presented to the teacher at least one day in advance of the meeting. 4. All teachers, with the exception of Central High School teachers, shall be entitled to an uninterrupted, duty-free lunch period. This period shall conform to the designated prevailing lunch period for the particular school in which the teacher is employed, but shall be of not less than forty (40) minutes duration, which may include five (5) minutes passing with the exception of kindergarten which may be adjusted by mutual agreement to thirty five (35) minutes to meet state mandated hours. Exceptions to the duty-free lunch period may be made by mutual agreement between the building principal and the teacher involved. 5. Emergency Conditions - Teachers are not expected to report for duty on those scheduled attendance days when the school district is closed to students. It is understood that during days when school is not in session there shall be no deductions from a teacher's leave days of absence. Should severe weather or emergency conditions cause the closing of the schools during a school day, the teacher will remain on duty until dismissed by the administration. 6. At the end of each semester a time shall be provided for all teachers to complete necessary records and reports as provided in Appendix C (calendar footnotes.) 7. Both parties recognize that one factor, optimal class size, is desirable as it contributes to the quality of instruction and learning which is a mutual goal. With this in mind, both parties agree that: 1. Class size for kindergarten will be twenty five (25) students. If the average kindergarten class exceeds twenty four (24) on the first day of class, then a meeting will be held between administration and teachers within three days to attempt to remedy the situation. Class size for grades 1-3 will be twenty-eight (28) students or less. Class size for grades 4-6 will be thirty (30) students or less. Within two (2) weeks of the beginning of the school year all classes will be within these limits or will have a maximum of no more than two (2) higher. Cross leveling of classes will be attempted to equalize class loads across the district. 2. Class sizes for grades 7-12 in excess of thirty-two (32) are not desirable, and the parties mutually agree to work toward maintaining class size below these levels. Both parties, however, recognize that the attainment of such optimal conditions is largely dependent upon the financial resources available to the District. The parties further agree that traditionally large and small classes may be exempt from the optimal size. Special students only after full consultation with mental, emotional, or physical handicaps will be considered as extra teaching responsibility when assigned to a regular classroom. When such assignments are anticipated, the beginning class size will be set at less than the maximum contract limit; (i.e., K - 3 = 30; 4 - 6 = 32) in order to allow for them. Students who move in after the September count day shall not be counted for purposes of this language. When an overload arises and is brought to the attention of the Building Principal, a remedy shall be agreed upon or a remedy shall be affected by the Superintendent and the Association. The remedy may include, but is not limited to Board contemplates no increases in the reassignment number of students, provision for teacher assistance, and provision for additional pay. L. Both parties mutually recognize assigned periods during the importance of teachers’ attendance at extra curricular events throughout the district. Both parties will encourage teacher participation in extra-curricular events and duties, recognizing that such participation is one criterion life of the teacher evaluative processcontract.
