Temporary Layoff – Employer Option. A. The Employer may temporarily lay off an employee for up to twenty-five (25) calendar days per biennium due to an unanticipated loss of funding, revenue shortfall, lack of work, shortage of material or equipment, or other unexpected or unusual reasons. Employees will normally receive notice of seven (7) calendar days of a temporary layoff. The Employer will not use a temporary layoff for disciplinary purposes. WSDOT will pursue the assignment of other regional work to affected employees prior to a temporary layoff for lack of work. B. An employee who is temporarily laid off will not be entitled to: 1. Be paid any leave balance; 2. Bump to any other position; or 3. Be placed on the internal layoff list. C. A temporary layoff will not affect an employee’s periodic increment date, will not constitute a break in service as defined by Article 35.1(A) and the employee will continue to accrue vacation and sick leave credit at their normal rate.
