TESTS PRIOR TO INITIAL COMMERCIAL OPERATION. 1.1 Prior to initial synchronization of the substation, the Company shall carry out, or cause its Contractor to carry out the following tests: 1.1.1 Functional testing and timing of [Rated] kV switch gears 1.1.2 Voltage phasing checks between the Complex and the JPS Grid System 1.1.3 Verification that the protection level settings of the substation are set to the final design values: a. Overcurrent and earth fault protection at substation b. Auxillary services transformer’s overcurrent and earth fault c. Over/under voltage and frequency protection d. Differential protection relays JPS shall have the right to review the Company’s setting for each item listed above. 1.2 [Generator/Plant] for proposed technology 1.2.1 Open and short circuit tests on each [generator] 1.2.2 For safety ensure that during the startup procedures the vibration sensors are operational according to manufacturer specifications. 1.2.3 Verification (in the form of manufacturer quality certificates for the [generator/plant]) that [generators/plants] are built according to International standards and represent the Contracted Capacity. 1.3 JPS shall have the right to request repeat testing if, in its reasonable judgment, any test result is not conclusive for establishing the purpose for which the test was intended. Such repeat testing shall be performed at the Company’s expense. 1.4 The Company shall confirm to JPS the program for any substation test specified in Section 1.1, 1.2 or 1.3, or advise of any adjustments thereof, not less than five (5) Days prior to the commencement of the relevant test. The Company will ensure that it has competent qualified persons to assemble and commission the [generators]. It is noted that there are several levels of protection built into the [genertor/plant] before any faults could reach the interconnection point protection to impact the grid. JPS shall be entitled to have representatives present for the purpose of observing any substation/ interconnection of the complex tests. Such levels of protection referred to herein include: a) List of test conditions 1.5 Upon completion of each test specified in Sections 1.1 and 1.2, the Company shall promptly provide JPS, in each case, with three (3) copies of the results of such test; provided that the Company shall submit all test results to JPS no later than thirty (30) Days after the relevant test. JPS will be allowed 5 business days to review the substation and complex test results. 1.6 The Company shall not export power to the grid from any [generator/plant] of the Complex until JPS has approved the [generator’s/plant’s] commissioning test result.
