The ADCS Research Program. Since 1991, UCSD has managed a research center known as the Alzheimer’s Disease Cooperative Study under a cooperative agreement with the National Institute on Aging (“NIA”), which is an agency of the federal government and one of the National Institutes of Health (“NIH”). The ADCS serves as the central hub of a consortium of approximately 70 academic medical centers, research clinics, and participating sites in the United States and Canada that deploy their resources and efforts to facilitate the testing of new drugs and therapies for the treatment of Alzheimer's disease, particularly research that might not otherwise be undertaken by private industry. Over the course of a quarter century, UCSD created a nationwide ADCS infrastructure comprised of experienced and talented personnel, complex computer systems, specialized procedures, and relationships among the consortium of ADCS members and participating sites, which has contributed to the fulfillment of The Regents’ research mission and enriched the academic environment at its San Diego campus. At the time of the events alleged herein, the ADCS occupied the time and attention of approximately 80 UCSD employees, including six faculty members other that Defendant Aisen, arranged into eight “Core” groups, namely, Medical and Safety, Clinical Operations, Biostatistics, Biomarkers, Imaging, Informatics, Minority Recruitment, and Administration.
