In the event that the Director of Public Works or his/her authorized representative determines that work requested is of an unknown duration, not easily quantified or the CONTRACTOR’s proposal for work is not approved, the Director of Public Works or his/her authorized representative reserves the right to perform such work with other forces or to compel the Contractor to perform the work on a Time and Materials basis.
