Time Off Without Pay. Time off without pay, other than approved leaves of absence without pay, may be used in lieu of ETO only when scheduled in advance, and approved by the bargaining unit member’s supervisor/manager/director. When requests for scheduled time off conflict with staffing requirements in a department, preference will be given to ETO requests over requests for time off without pay.
