To the extent CLEC routes. its traffic in such a way that utilizes AT&T SOUTHEAST REGION 9- STATE’s MTA service without properly ordering MTA, CLEC shall pay AT&T SOUTHEAST REGION 9-STATE the associated MTA charges.
