Transfer, Assignment and Promotion. The parties recognize that the assignment, transfer and promotion of personnel is a management function vested by law exclusively in the board, and that nothing in this agreement should be construed to derogate from the power and responsibility of the board in regard to such matters. In order to assist the board in performing this function, as well as to make available as many opportunities as possible for voluntary transfers and promotions within the school system, the parties agree to the procedural provisions hereinafter set forth.
