If they cannot justify the necessary time and cost, then they should not embark on a collaboration strategy (▇▇▇▇▇▇ and ▇▇▇▇, 2007: 559)” Policy makers or stakeholders must allocate time to effectively remedial building trust. If not, then collaboration should not be done. Building trust is a time-consuming process that requires a long-term commitment to achieve the results of the collaborative process.
