Unbundled Subloop Distribution. Intrabuilding Network Cable (USLD-INC) is the distribution facility owned or controlled by AT&T inside a building or between buildings on the same property that is not separated by a public street or road. USLD-INC includes the facility from the cross-connect device in the building equipment room up to and including the point of demarcation at the end user customer’s premises. AT&T SOUTH CAROLINA/NUVOX 2.15.1.3.1 Upon request for USLD-INC from NuVox, AT&T will install a cross-connect panel in the building equipment room for the purpose of accessing USLD-INC pairs from a building equipment room. The cross-connect panel will function as a single point of interconnection (SPOI) for USLD-INC and will be accessible by multiple carriers as space permits. AT&T will place cross-connect blocks in 25- pair increments for NuVox’s use on this cross-connect panel. NuVox will be responsible for connecting its facilities to the 25-pair cross-connect block(s).
