Union Policy Grievance. A Union policy grievance, which is defined as an alleged violation of this Agreement which affects all or a substantial number of employees, may be lodged by the Chairperson of the Grievance Committee in writing to the Superintendent of Employee Relations or designate at Step of the grievance procedure at any time within ten (10) full working days after the circumstances giving rise to such grievance occurred or originated, and if it is not satisfactorily settled, it may be processed to arbitration or voluntary mediation in the same manner and to the same extent as the grievance of an employee.
