Unit Operator. 1. The Executive Agencies shall ensure that a unit operator for a Transboundary Unit Is designated by agreement between the Licensees. The designation or change of the unit operator shall be subject to the approval of the Executive Agencies. 2. The unit operator will act on behalf of the Licensees.
